Jakarta Pool League
overview
Jakarta International Pool League 2016

Bar Membership Rules

This cover letter is for bar owners and their representatives only.

The Jakarta International Pool League was included in the Jakarta Pool League to include Indonesian Men's players and to allow the intermingling of the Expat Pool Community with the local Indonesian players.

It is important that the rules set by the leagues committee which set out the minimum standards required by bars and its players to play in this league and to ensure that we fulfill our commitments to our sponsors.

We hope that you will support the league by maintaining the set standards.

Minimum Qualifying Standards

  1. All players MUST wear a correct team shirt during the match, applicable from the third week of play. This includes the Heineken and JPL logos on the shirt. The shirts should not have any other logos or branding except for the bar logo. Failure to wear a correct shirt will result in a forfeit of points for that player and (at the discretion of the bar) refusal to offer discounted drink prices. The reason for this rule is to ensure that our sponsor is correctly advertised by all players as agreed in the sponsorship agreement. Bar owners should encourage all of your players to wear your team shirt throughout the evening to promote your bar and its sponsors rather than just for their individual match.
  2. All bars MUST ensure that the table is suitable to play a competitive match on. Whilst some bars do not have the space for a 9ft table, the table should have a good quality clean cloth, good cushions and correct equipment. The white ball must be the same size as the colored balls. Constant complaints about a table from players may result in that bar being placed on a list of potential bars that will not be invited to enter a team in the next league.
  3. The JPL does not encourage bars to entice players to play for their teams by paying or compensating them with money or other offers. The committee will try to issue a list of recognized players that are in the Indonesian national squad prior to the start of the league. These players are not eligible to play. Players who have played in National Squad before will also not be allowed to play except if they are females, they can register under the Men's list of players. Any players that are confirmed as being paid to play in the league (money or ‘expenses') will forfeit all points gained and they will be given to the opponent. That bar will be placed on the list as above. The Committee knows that this is a "grey area" which is difficult to prove, however, in the spirit of sportsmanship, we hope that Bar Owners and their Captains will refrain from doing this.
  4. The Bar Owners should also brief all their waiters and waitresses to be more attentive and try not to get in the way of a player's line of aim or bump into a player when a player is cueing.

Player will be accepted as an Expat player as long as he can show a valid foreign passport.

As the League is played in Bars and Cafe, we will only accept players who are 18 years of age and above.

Bar Captain Rules

This cover letter is for team captains.

The Jakarta Pool League is a competitive but fun league. There is no prize money to be won, only trophies and bragging rights. We heavily rely on you as a captain to ensure fair play and good sporting standards and for you to help the visitors to your bar to enjoy good competition. As a captain, we expect you to follow the ethics of good sportsmanship and to know and abide by the rules set out by the league.

The League has set out the minimum standards required by bars and its players to play in this league and to ensure that we fulfill our commitments to our sponsors.

We hope that you will support the league by maintaining the set standards.

Minimum Standards for Captains

  1. All players MUST wear a correct team shirt during the match, applicable from the third week of play. This includes the Heineken and JPL logos on the shirt. Failure to wear a correct shirt will result in a forfeit of points for that player and (at the discretion of the bar) refusal to offer discounted drink prices. The reason for this rule is to ensure that our sponsor is correctly advertised by all players as agreed in the sponsorship agreement. Captains should encourage all of your players to wear your team shirt throughout the evening to promote your bar and its sponsors rather than just for their individual match. If a player does not want to wear a shirt during the night's competition, don't invite the player to represent your team.
  2. All Captains should read and understand the rules of pool as set out below as well as the rules of play set out by the league. Disputes caused by players and captains not knowing the rules are our biggest complaint and therefore we urge you to study the rules and to keep a copy handy during matches. In the event of a problem arising that cannot be resolved amicably between captains, telephone one of the league referees immediately for a ruling. Please choose a referee from your team who knows the rules and is not too drunk to referee correctly (this often causes problems). You are the captain and this is your responsibility.

The JPL does not encourage bars or captains to entice players to play for their teams by paying or compensating them with money or other offers. The committee will try to issue a list of recognized players that are in the Indonesian national squad prior to the start of the league. These players are not eligible to play. Players who have played in National Squad before will also not be allowed to play except if they are females, they can join in the "Open" team. Any players that are confirmed as being paid to play in the league (money or ‘expenses') will forfeit all points gained and they will be given to the opponent. Player will be accepted as an Expat player as long as he can show a valid foreign passport
  3. Unsportsmanlike behavior or cheating by players will not be tolerated. Captains need to be aware and to control your players and ensure that they abide by the rules. The main areas are, calling out during a match to help or hinder a player, falsely playing a player under another players name, aggressive behavior or deliberately not calling or trying to get away with a known foul. Captains or players caught cheating or using unsportsmanlike behavior will be banned from the league. Try to keep this as good fun. If you are a victim of this type of behavior, please report it.
  4. As a captain it is your role to make sure your players are present on time. If players did not arrived on time, it is the opposition captains right to wait 10 minutes for your player to arrive before calling forfeit and you losing the match 2-0.
  5. Communication between the league and its captains is extremely important. Similarly, captains need to communicate on the night of a match if there is a potential problem. We will issue you with a list of important numbers and other captains' numbers. Please ensure that you provide a valid number and email for you and your vice captain. If we issue a change to any rule or make a ruling you need to be aware of and you miss it because we cannot communicate with you, then you may fall foul of the rule and not knowing about it is no excuse. You will suffer whatever penalty goes along with it. Stay updated.
  6. Throughout the season, a list will be compiled of teams and players who regularly ignore the rules or deliberately cheat. Offenders will find that they are not invited to play in the next league and that repeat offenders may be banned during this one. If as the captain you do not wish to write any problems or offences on the score sheet (to prevent further problems on the night), please email your complaint or report to the committee
Introduction

The International Pool League is open to all nationalities residing in Jakarta. Teams can have Expats and Indonesians (male or female). Ladies team is only for ladies. However, female players can place themselves in either group, but may not change during the season. This season all points will be combined (total of 18 points per match night).

The game is Eight-ball. All Teams will play each other once only, Home or Away. The fixture on Home or Away will be drawn up by the Committee to avoid having the same teams playing each other at the same venue as per the JEPL fixture. Teams will be seeded into single-elimination playoffs based on their record at the end of the round robin play.

At the end of the Round Robin League, the Team with the Most Points will be LEAGUE CHAMPIONS. A Champions Trophy will be awarded to the winning team. In the event of a tie in points between 2 teams, then head to head winner between these 2 Teams during the round robin will be taken into account. Finallly, if more than 3 teams have the same head to head records, then total frames won will be into account to decide the League Champion.

Team Ranking will be same as last season: Teams winning a night's matches (i.e. 9 or more racks) will score 3 team points. Teams drawing will score 1; teams winning less than 8 racks will score 0 team points. Seeding for the playoffs will be based on team points first, then head to head results and finally, total racks won .

FINAL PLAYER REGISTRATION DEADLINE- 05 October 2016 (Week number 9).

Please note that we have allowed up to the 9th week for Teams to register their players. This was due to some teams losing players due to work transfer and some expats leaving the country for good. This will allow teams to recruit new players but ALL must play the minimum games to qualify for playoffs or Singles.

(Note: Players must be registered before they are eligible to play)
Registration should only be by sending email to cliffordgriff@gmail.com

3. Competition Night
On each competition night, the matches scheduled will be as follows:

  1. Men's Singles (Home)
  2. Men's Singles (Away)
  3. Ladies Singles(Home)
  4. Men's Singles (Home)

Please note that the Captains have voted that there will be 9 matches for this JIPL season with a Mixed Doubles included in Match number 5.

Please also note that Mixed Doubles WILL NOT be included in the BIG SHOW due to time constraint. Also no frames count will be awarded to Doubles players. This round is more of a social game even though the frames won points are included in the final score

Naming of Players.

The naming of players will be as follows:

a. HOME Team to name the 1st. player for Men's Singles and 1st. player for Ladies Singles.

b. HOME Team will also name the Mixed Doubles first

c. The order will be like as above mentioned

For the commencement of each match, lagging will be used to determine who to make the 1st, break. Lagging mean both players will hit a ball at the same time from the head string to the top rail and allow the ball to return to the bottom rail. The player whose ball STOPPED nearest to the bottom rail (it does not matter how many rails a ball made contact with) will have the right to break OR request the opponent to break. If the player who won the right to break request the opponent to break in the 1st. rack, then this player will break in the 2nd. rack. The rails mentioned above is the top and bottom rails only. Any ball that touches a pocket or side rail during lagging will lose the lag to the opponent who made a legal lag...

Naming players lineup.

Captains must play players who are physically present at the Venue when a Match is up for play and are not allowed to name an absent player or a player who is "on the way" for that Match. If no players are available or if the player mentioned will be late, the opposing Captain has the option to apply for the 1o minute rule which means that if the player do not show up in the next 10 minutes, the match is lost 0-2 by default.

In a PLAYOFF Match, the player replacing another player must be an eligible player who has met the playoff criteria (ie. Men's who played minimum 3 times and Ladies minimum 2 times during the Round Robin Stage)

4. Starting On Time, Warming Up
Be prepared to play by 8:00 pm. The lack of sportsmanship some teams have shown in the past has necessitated a rethinking of the League's past flexibility on start dates. The rules are now much stricter, and the "game clock" begins ticking at 8:00. Please remember that many players start work in the early morning, and forcing them to wait to suit your own lack of preparation or punctuality is unfair.

Both captains should be prepared to exchange lineups by 7.30pm. Play will begin by 8:00 at the latest. If only one player is present at 8:00, he/she plays first. If no player is present at 8:00, a ten-minute grace period will be granted, after which the match is automatically scored a 2-0 default and another ten-minute grace period will begin. If there is still no player present after the second grace period, that match will also be scored 2-0, and the process will continue until either all matches have been defaulted or a player has arrived. Exceptions to this rule will be granted by the committee only in exceptional circumstances such as widespread power failures or flooding. Traffic, even unusually bad traffic, will not be an acceptable excuse.

The league requires that home bars close the table from 7:00 pm onwards so that players can warm up. It is suggested that from 7:00-7:30, home teams warm up and at 7:30-8:00, away teams warm up (On this topic, playing a regular game of 8 ball is just about the worst possible way to warm up; randomly distributing balls around the table and hitting them in is much more effective. This is not a rule, just common sense.)

5. Uniforms
All players participating on competition night must wear their uniforms starting from the 3rd week of play. No uniform will result in a forfeited match.
The Committee understands that there may be new players whose uniform is not ready yet, therefore we allow new players to use the uniform of their teammates. However, all players should have their uniforms when they play on the 3rd. Week of the round robin. Players should be in their uniforms at all time during the evening. Failure to do so will result in not getting the special prices for their drinks. The reason for this is that the sponsors' logos on the uniforms must be displayed to justify their continued support of the League.

6. Team Pictures
Please send your team pictures to cliffordgriff@gmail.com to be put on the web site.

7. Rules
8 ball rules can be found on www.jakartapoolleague.com and are attached to the overview. We generally use the World Pool-billiard Association standardized rules. Each captain should ensure that he/she has the rules available on competition evenings. The League Referee will try to clarify traditionally difficult refereeing decisions, such as frozen balls, in the rules distributed and at the Captains' meeting.

8. Refereeing
League policy is, technically, that the host bar is responsible for providing referees for all matches that night. However, in the past good sportsmanship has always suggested that the work of refereeing be split among the teams, usually by alternating. Captains are strongly encouraged to share the refereeing job in this way.

The World Standardized Rules of pocket billiards include Regulations, aimed at guiding referees' decisions. These are interpreted flexibly in our league, and procedures such as requiring players to sit down when not shooting are not enforced. Regulations directly affecting the result of games, such as mandatory warnings, always apply to referees, to be fair to players.

If there is any confusion during play, you can seek clarification or lodge an appeal with the League Referee, Richard Kwan [0811-809-401] who will adjudicate by phone. If you cannot reach Richard, please call Fred [0811955124]. Unless an appeal has been immediately made and resolved, the match referee's decision applies.

Questions about league scheduling, playoff advancement, finances and sponsorship should be taken to the committee. Emailing the League Secretary at the above address is probably best, but captains can call the chairman with brief questions. Visit the league web site (www.jakartapoolleague.com) regularly to check for news and updates on rules and league operations.

9. Playoff Draw, Format and Seeding
International team players and ladies players will be playing in one league this season as points are combined, and playoff games will be on the same night.

In the Semi-finals and Finals, the Lower seeded team will put their first player's name first.

However, in the event of a draw, and a playoff of 3 matches of 1 frame each, the Team Captains will name their line-up in secret and the names put up in the order written. The Format will be Men's Singles, Ladies Singles, and Men's Singles...No player are allowed to play twice in this single Rack playoffs.

All Teams will be seeded based on team points. The playoffs will be carried out as follows: as explained under point no. 1 Schedule above.

9.1 Team refusing/unable to play on FINALS Day
If a team has qualified for the SEMI FINALS and refuses or is unable to play on FINALS DAY, and if time permits, the opponent Team will get a Walkover.

If the team who has qualified for the FINAL and refuses or is unable to play in the FINAL, the Committee will replace the team with the LOSING SEMI FINALIST TO PLAY.

THIS RULE IS TO ENSURE THAT ALL FINALS WILL TAKE PLACE WITHOUT ANY WALKOVERS.

THE ABOVE RULE WILL ALSO APPLY FOR THE INDIVIDUAL CHAMPIONSHIP.

Losing Semi Finalist in the Big Show will be playing for 3rd. placing,

10. Conference Winner:
Not applicable for this season.

11. Playoff Eligibility Requirement:
To qualify for the Playoff Stage, Men's players must play minimum 3 matches and Ladies players must play minimum 2 matches out of the 17 weeks of play.

In order for the Captains to check for status of qualification of a player, the Committee will, after the 17 weeks of round robin, post in the website, the following:

Players' who qualified will be written in BLACK.

Players who do not qualify will be written in RED.

12. Individual Tournament Eligibility Requirement:
For the JIPL league, only players who have played at least 7 out of the first 17 weeks (i.e. has played 14 racks) will qualify for the Individual Tournament. For the ladies, 5 out of the first 15 weeks (10 racks).

The 32 Men's players with the highest percentage of victories and meet the eligibility requirement above are eligible. If a player is unable or unwilling to participate, the player with the next-best record will be able to play. In the event of a tie for 32nd, a quick playoff will be held immediately before the first round of the tournament. Play will be seeded, so that the player with the best record will play the player with the 32nd best record, and so on.

However for the ladies, only the top 16 will qualify for the singles.

If a player is not able to play in the next round he or she will be replaced by the losing player that he or she has previously beaten.

The singles ranking will be finalized once all 17 weeks of score sheets have been submitted. The committee will conduct a random draw for players with the same percentage. Players will know their exact seeding beforehand and therefore roughly know what time they will play in order to avoid long waiting hours for some. Players seeded high and low usually play first and players seeded in the middle usually play late. The committee will provide an estimated time for individual matches and players are advised to arrive at least one hour prior to their match.

In the event of many dropouts from the singles tournament, the committee will find the next best player as a replacement. However, if there are too many dropouts, there will be a cutoff line at 60% (Replacements must have a minimum percentage of 60%).

If a player doesn't show up for registration on the day of the individual tournament, he or she will be disqualified.

13. Unacceptable Behavior
Cheating (e.g. lying about a players identity), starting fights, abusive behavior and other severe forms of unsportsmanlike conduct will be penalized by the organizing committee as the committee members see fit. Sanctions applied in the past have included loss of points, multiple-game suspension, season-long suspensions and loss of 2 championship trophies.

14. Drink Prices
All bars have agreed to offer draft beer, Bintang Rp35,000 (Nett), Heineken Rp40,000(Nett) and mixed drinks (house pouring) at Rp. 50,000 nett. Players not wearing their team uniform will not be acknowledged as an official player and will not receive discounted prices. This is at the discretion of bar owners. Drink prices for players will commence at 7.00 pm on Match Night since a lot of players do come early for warm-up.

15. Trophies
Teams awarded with trophies for both League A and B at the Awards Night must not lose them. Teams will have to pay the league for lost trophies as they are reused again the next year.

16. Time limit
Time limits are only applied to individual tournaments and the Big Show in order to avoid long matches. Each player is allowed to take 1 minute per shot. He or she will receive a warning at 40 seconds - "20 seconds left!". He or she is allowed to take 2 extensions per frame with each one worth 1 minute if a shot or the situation on the table proves to be complicated and/or difficult.

The referee will keep track of time. Time starts ticking as soon as all balls on the table have stop moving.

IMPORTANT: ALL CAPTAINS MUST SEND THEIR SCORE SHEET (HOME & AWAY), BY WHATSAPP to Cliff (+62 8118101088) BEFORE 2PM ONE DAY AFTER THE GAME IS PLAYED.

8-Ball World Standardized Rules

4.1 OBJECT OF THE GAME
Eight-Ball is a call shot game played with a cue ball and 15 object balls, numbered 1 through
15. One player must pocket balls of the group numbered 1 through 7 (solid colors), while the other player has 9 through 15 (stripes). The player pocketing either group first, and then legally pocketing the 8-ball wins the game.

4.2 CALL SHOT
In Call Shot, obvious balls and pockets do not have to be indicated. It is the opponent's right
to ask which ball and pocket if he is unsure of the shot. Bank shots and combination shots are not considered obvious, and care should be taken in calling both the object ball and the intended pocket. When calling the shot, it is never necessary to indicate details such as the number of cushions, banks, kisses, caroms, etc. Any balls pocketed on a foul remain pocketed, regardless of whether they belong to the shooter or the opponent. The opening break is not a "called shot." Any player performing a break shot in 8-Ball may continue to
shoot so long as any object ball is legally pocketed on the break.

4.3 RACKING THE BALLS
The balls are racked in a triangle at the foot of the table with the 8-ball in the center of the triangle, the first ball of the rack on the foot spot, a stripe ball in one corner of the rack and a solid ball in the other corner.

4.4 ORDER OF BREAK
Winner of the lag has the option to break. The winner of each game breaks in the next. The following are common options that may be designated by tournament officials in advance:
(a) Players alternate break.
(b) Loser breaks.
(c) Player trailing in game count breaks the next game.

4.5 LEGAL BREAK SHOT
(Defined) To execute a legal break, the breaker (with the cue ball behind the head string) must either (1) pocket a ball, or (2) drive at least four numbered balls to the rail. When the breaker fails to make a legal break, it is a foul, and the incoming
player has the option of (1) accepting the table in position and shooting, or (2) having the balls re-racked and having the option of shooting the opening break or allowing the offending player to re-break.

4.6 SCRATCH ON A LEGAL BREAK
If a player scratches on a legal break shot, (1) all balls pocketed remain pocketed (exception, the 8-ball: see rule 4.8), (2) it is a foul, (3) the table is open. Please Note: The incoming player has cue ball in hand behind the head string and may not shoot an object ball that is behind the head string, unless he first shoots the cue ball past the head string and causes the cue ball to come back behind the head string and hit the object ball.

4.7 OBJECT BALLS JUMPED OFF TABLE ON THE BREAK
If a player jumps an object ball off the table on the break shot, it is a foul and the incoming player has the option of (1) accepting the table in position and shooting, or (2) taking cue ball in hand behind the head string and shooting.

4.8 8-BALL POCKETED ON THE BREAK
If the 8-ball is pocketed on the break, breaker may ask for a re-rack or have the 8-ball spotted and continue shooting. If the breaker scratches while pocketing the 8-ball on the break, the incoming player has the option of a re-rack or having the 8-ball spotted and begin shooting with ball in hand behind the head string.

4.9 OPEN TABLE
(Defined) The table is "open" when the choice of groups (stripes or solids) has not yet been determined. When the table is open, it is legal to hit a solid first to make a
stripe or vice-versa. Note: The table is always open immediately after the break
shot. When the table is open, it is legal to hit any solid or stripe first in the process of pocketing the called stripe or solid. However, when the table is open and the 8-ball is the first ball contacted, it is a foul and no stripe or solid may be scored in favor of the shooter. The shooter loses his turn; the incoming player is awarded cue ball in hand; any balls pocketed remain pocketed; and the incoming player addresses the balls
with the table still open. On an open table, all illegally pocketed balls remain pocketed.

4.10 CHOICE OF GROUP
The choice of stripes or solids is not determined on the break even if balls are made from only one or both groups, because the table is always open immediately after the break shot. The choice of group is determined only when a player legally pockets a called object ball after the break shot.

If the groups have been determined and the player mistakenly shoots at and pockets a ball of the group, the opponent must call a foul on him before he takes his next shot. If he fails to do so, the player automatically takes over the group of balls (solids or stripes) at which he has been shooting during this inning.

4.11 LEGAL SHOT
(Defined) On all shots (except on the break and when the table is open), the shooter must hit one of his group of balls first and (1) pocket a numbered ball, or (2) cause the cue ball or any numbered ball to contact a rail. Please Note: It is permissible for the shooter to bank the cue ball off a rail before contacting the object ball; however, after contact with the object ball, an object ball must be pocketed, or the cue ball or any numbered ball must contact a rail. Failure to meet these requirements is a foul.

4.12 "SAFETY" SHOT
For tactical reasons, a player may choose to pocket an obvious object ball and also discontinue a turn at the table by declaring "safety" in advance. A safety shot is defined as a legal shot. If the shooting player intends to play safe by pocketing an obvious object ball, then prior to the shot, the shooter must declare a "safety" to the opponent. It is the shooter's responsibility to make the opponent aware of the intended safety shot. If this is not done, and one of the shooter's object balls is pocketed, the shooter will be required to shoot again. Any ball pocketed on a safety shot remains pocketed.

4.13 SCORING
A player is entitled to continue shooting until failing to legally pocket a ball of his
group. After a player has legally pocketed all of his group of balls, he shoots to pocket the 8-ball.

4.14 FOUL PENALTY
Opposing player gets cue ball in hand. This means that the player can place the cue ball anywhere on the table (does not have to be behind the headstring except on opening break). This rule prevents a player from making intentional fouls which would put an opponent at a disadvantage. With "cue ball in hand," the player may use a hand or any part of a cue (including the tip) to position the cue ball. When placing the cue ball in position, any forward stroke motion contacting the cue ball will be a foul, if not a legal shot. (Also see Rule 3.39.)

4.15 COMBINATION SHOTS
Combination shots are allowed; however, the 8-ball can't be used as a first ball in the combination unless it is the shooter's only remaining legal object ball on the table. Otherwise, should such contact occur on the 8-ball, it is a foul.

4.16 ILLEGALLY POCKETED BALLS
An object ball is considered to be illegally pocketed when (1) that object ball is pocketed on the same shot a foul is committed, or (2) the called ball did not go in the designated pocket, or (3) a safety is called prior to the shot. Illegally pocketed balls remain pocketed and are scored in favor of the shooter controlling that specific group of balls, solids or stripes.

4.17 OBJECT BALLS JUMPED OFF THE TABLE
If any object ball is jumped off the table, it is a foul and loss of turn, unless it is the 8- ball, which is a loss of game. Any jumped object balls are not re-spotted.

4.18 JUMP AND MASSE SHOT FOUL
While 'cue ball fouls' only is the rule of play when a match is not presided over by a referee, a player should be aware that it will be considered a cue ball foul if during an attempt to jump, curve or massé the cue ball over or around an impeding numbered ball that is not a legal object ball, the impeding ball moves (regardless of whether it was moved by a hand, cue stick follow-through or bridge).

4.19 PLAYING THE 8-BALL
When the 8-ball is the legal object ball, a scratch or foul is not loss of game if the 8- ball is not pocketed or jumped from the table. Incoming player has cue ball in hand. Note: A combination shot can never be used to legally pocket the 8-ball, except when the 8-ball is the first ball contacted in the shot sequence.

4.20 LOSS OF GAME
A player loses the game by committing any of the following infractions:
1. Fouls when pocketing the 8-ball (exception: see 8-Ball Pocketed On The Break).
2. Pockets the 8-ball on the same stroke as the last of his group of balls.
3. Jumps the 8-ball off the table at any time.
4. Pockets the 8-ball in a pocket other than the one designated.
5. Pockets the 8-ball when it is not the legal object ball.

Note: All infractions must be called before another shot is taken, or else it will be deemed that no infraction occurred.

STALEMATED GAME
If, after 3 consecutive turns at the table by each player (6 turns total), the referee judges that attempting to pocket or move an object ball will result in loss of game, the balls will be re- racked with the original breaker of the stalemated game breaking again. The stalemate rule may be applied regard-less of the number of balls on the table. Please Note: Three consecutive fouls by one player in 8-ball is not a loss of game.
